Portugal proposes:

3. 7.2. Items not on the Agenda Any item not on the agenda may be
discussed and voted only if agreed to by at least two thirds of the Delegates
present or represented by proxy.


Steward’s Reports from Pre-Cat.1 events and Cat.1 events must be brought to the
knowledge of the CIVL delegates as soon as submitted. The same applies to any
organizer’s report, communication or answer.


Decisions made by the Bureau during the year must be brought to the knowledge of
the CIVL delegates every 2 months (period of time to be discussed at the
plenary; might be different if there is a good argument).
