CIVL Jury sent to re-education camp

At the first Team Leader meeting in the 2006 Paragliding European
Championships it was agreed that the penalty for cloud flying would be to
receive a zero score for the day. On one day a complaint was made that pilots
had flown in cloud. Six pilots were scored zero, twelve were given the benefit of the
doubt. The team leaders protested so the pilots were instead penalised 50% of
their day score.


However the jury agreed the pilots were guilty of the offence. FFVL and the BHPA
subsequently each sent a complaint. One question is whether the Jury is allowed
to change rules. Flip spoke with Noel Whittall (Jury President) and it was
discussed within the Bureau. It was decided that the Jury does not have the
power to change approved rules and Jury members and trainee members will be
reminded of this.


This is a meet where there were apparently fourteen accidents out of 140
competitors. There were significant complaints about how CIVL handled the local
regulations, specifically team size. Apparently one  of the CIVL folks who
will be at the Paragliding Worlds in 2007 was the steward for the test meet for
the European Paragliding Championships and therefore heavily involved in those local regulations. Who
might that be? It would appear to be Leonard Grigorescu.


It sure would be nice to see the steward's report on the 2006 European
Paragliding Championships and any replies to it. I bet that they would make for
some interesting reading.
