At the time, Yobbka said the PUD would be used as an airstrip for
him and his friends to fly their ultralight aircraft. He said he would also have
buildings on the land to store his friends' ultralights as a way to help cover
his expenses.


As the summer went on, however, Yobbka's website,
www.hangglidechicago.com, began to advertise lessons in hang gliding,
paragliding and other flying packages, something he said would not happen.
