The official observer does much more than just receiving your task declaration.
He/she also inspects your flying equipment, for example. To make sure you are
actually flying a legitimate hang glider corresponding to the class of hang
glider in your declaration. Thats just one example.
So, an advance notice of the task declaration to your NAC can never replace the
official observer. That was just added as an additional check to ensure that the
declaration took place before the flight.
