Now, I assume that the new Flytec speed sleeves are supposed to be quite tight. Right? Say, relative to other types of speed sleeves? How much do you think I can (or should) put under them?
I often go with a very thin polypro t-shirt and a medium weight long sleeve under shirt or the addition of a thick poly thermal undershirt. Should I just think that this will be warmer than the previous speed sleeves

Yes they should be snug. That is the point after all: reduce drag at any discomfort ;-) The problem with most typical speed sleeves is that they gather and wrinkle. Thicker material and a snugger fit should reduce that.
I would expect these to be quite a bit warmer than regular speed sleeves. They should block the wind more and the fabric (polypropylene) is a much better insulator than Lycra. This is the material that is used by surfers when it is too cold for Lycra but not quite cold enough for neoprene.
In mild weather (Florida now) you may be able to wear just the speed sleeves. Cooler: one thin layer underneath, colder than that, expedition Polypro underwear underneath. Colder than that both of those underneath. Colder than that, you will need more layers and probably Lycra speed sleeves (since they are more stretchy. Discuss Speed Sleeves at the Oz Report forum
