President's word, Theme: Certificate from aerodesportista

Today, June 18, 2019, effectively complete 6 months of procedure without
resolution of the process of accreditation of CBVL as a entity entity with ICAO
(National Civil Aviation Agency), physically filed in December 2018 And
electronically filed in January 2019.

The unjustified delay has, on today's date, motivated the registration of a
complaint with the Ombudsman of the agency itself, in the hope that the
complaint can alert ICAO managers, who may not know the slowness and
inefficiency of their internal processes.

It is always fearful to complain about public organs that have regulatory or
supervisory performance like this, because it is not always the case that their
managers have maturity for objective and impersonal reading and often react with
reprisals or boycotts. Sincerely, we hope and believe that is not the case.

However, having completed the symbolic 6 months without completion of the
process, we also decided to use the tool of Ombudsman, because the numerous
phone contacts, emails, protocols, (Electronic Information System) and, in
particular, the visitation Day 20/05/2019 at the ICAO headquarters in Brasilia,
did not produce the expected results.

I confess my frustration and dissatisfaction, because I am also a public server
and grieve and mourn to interrupt the notorious bureaucracy and inefficiency,
often attributed justifiably to the public

In an objective reading, today there are two alternatives: one is to guide its
more than 4 Thousand Confederates to perform their certifications with some of
the entities already applied, by payment of the rate proposed by them, or, the
other alternative, which Guide Your Confederates to await the completion of
CBVL's accreditation process in order to perform the test for free.

For the responsibility that is given to us, even if all this problem comes from
other inefficiency, I believe that the institutional orientation of CBVL must
guide its confederates to practice the sport in a regular way, complying with
the provisions of laws and standards in validity, Rbac103 and especially those
who participate in official competitions carried out by state federations or our
own Confederation.

Meanwhile, we have confidence that our accreditation process will finally be
approved and that soon we will start the complex task of applying testings in
the four corners of Brazil.

I reiterate that our entity, especially our new board and this president who
writes to you, wishes to see the conclusion of the process of accreditation
initiated more than 6 months ago In addition, if so allow us, we wish to be next
to ICAO to be able to serve the goals of regulation, contributing to the
increase in aviation security We do not want to be interpreted as an obstacle or
an enemy of this agency. Our posture will always be for dialogue and voluntary
collaboration.
