Jonny comes back to win the 2008 Canungra Classic

Jonny Durand pulled off a great finish and he sure did deserve to win the Canungra Classic after not being able to launch on the first day as he was sick from food poisoning.
Jonny came in first on the last task, starting out at the first start time, with Scott Barrett in second. Attila was in second place over all, only nineteen points behind Jonny, after having the second fastest time on the last day (but with a late start).
Jonny was in line to launch on the first day but he was too sick and couldn't. He (and two other pilots who didn't launch) was given bomb out points (153). These points allowed Jonny to have more points than Attila and win the meet, a result he no doubt deserved.
But the question is, why was he given bomb out points when he didn't launch and couldn't launch? There wasn't a safety situation (other than him being sick) with launch conditions. The CIVL Rulebook states:
A pilot who did not fly scores zero and is indicated DNF on the score sheet.

After checking tracklogs, set status for those not having tracklog. Most will probably be minimum distance, this is done by just setting the pilot status to DF. Remember to set ABS for those not present at takeoff, or DNF for those that chose not to fly for some reason. ABS does not influence the scoring, while DNF does influence the scoring by reducing day quality.

This is what the Australia Rulebook states:
If there is sufficient Launch Open Time, then those that launched are scored as normal and any pilots who chose not to launch on the grounds of safety are scored as DNF and are given negative penalty points for the round equivalent to bombout score.
5. 2 DNF- Did Not Fly
Pilots that do not launch due to safety concerns will be scored DNF, and they will be scored negative penalty points equivalent to the bombout score on the day. By default, the RACE scoring program scores DNF as zero, and the day is devalued.
Pretty ambiguous re what a "safety concern" is. Would a hang over qualify? Again, Jonny had food poisoning. I'm just asking.
