It is apparently the case that when a meet organizer signs a
contract with CIVL to run a meet, they are required to apply the latest CIVL
rules (Sporting Code, etc.) to their meet. So is Godfrey required to apply the
latest team sizing rule to his meet? It would appear so>


But Godfrey argues that the rules are in conflict. That the team sizing rule is
in conflict with the CIVL requirement that he limit the number of pilots at the
2007 Paragliding Worlds in 150 pilots. So when there is a conflict between the
rules, who is in charge?
