CIVL, our international association, has a Plenary, made up of all
the country representatives, sort of like our BOD made up of regional directors,
and a Bureau, sort of like our Executive committee. The actions of the Bureau
need to be ratified by the Plenary when the Plenary meets. The Plenary has a
bunch of committees that do the actual work, like our USHPA BOD committees.

There appear to be seven members of the Bureau. Increasing our USHPA executive
committee from four to seven or nine or eleven would seem to take care of this
issue of the BOD being too big.
